With a population of 1900, Coupeville was settled in the 1850s on Whidbey Island by farmers and sea captains. It is Washington’s second oldest town. Sitting on the shores of Penn Cove, it is home to the Penn Cove Musselfest in March and the Coupeville Arts Festival held each August.
